Targeted entitlements for 2-year-olds to access free early education are being progressively rolled out across England, Scotland, Wales and Northern Ireland. In England, the revised Early Years Foundation Stage also included the requirement to report to parents on the progress of their child in the three prime areas of learning around the age of 2.
