The new EYFS Statutory Framework has now been published taking effect from 3 April 2017.
The new version includes changes relating to:
- the revised GCSE requirements for staff with level 3 qualifications (from 3 April these are "To count in the ratios at level 3, staff holding an Early Years Educator qualification must also have achieved a suitable level 2 qualification in English and maths as defined by the Department for Education on the Early Years Qualifications List published on GOV.UK") (section 3.23)
- changes to the paediatric first aid requirements affecting newly qualified staff (section 3.25 and Annexe A)

As there are no changes to the learning and development requirements of the EYFS, the non-statutory guidance Development Matters remains unaffected.
DfE has also issued:
- a revised version of the Statutory guidance for local authorities on the provision of early education and childcare (from 1 Sept 2017)
- a model agreement for the free early years provision and childcare entitlements covering what local authorities should include in their agreements with early years providers
The model agreement sets out details of what charges and conditions providers can and cannot set when offering funded places. It also sets out the grace periods for which children will remain eligible for a 30 hour funded place if parents lose their eligibility at any of the six check-points during the year.
